2010 welcomes a new era for the IMF with streamlined changes
to its structure as befits an organisation in the 21st century.
At the Annual General Meeting held in December last, approval
was given to change the ‘Council of Management of the Institute’
to a ‘Management Board’.
The new structure has combined the function of both the
Council and that of its Executive and Finance Committee into a
new slimmer body, which would meet at more frequent intervals
than the previous Council which should be able to better serve
the membership.
The composition of the Management Board will be President,
Secretary General, Treasurer (with the deletion of the word
‘Honorary’), with the Immediate Past President and Vice
President together with Chairmen of Standing Committees,
Groups, Branches and two elected Membership representatives.
Existing members of Council will remain in office until the
expiry of their term of office.
These changes have necessitated various alterations to the
Institute’s documentation viz Articles of Association and the Byelaws
which can be viewed on the IMF website.

Health, Safety & Environment
Removing Asbestos – stick to the rules
Companies are warned ‘stick to the rules’ when
removing asbestos. Asbestos is the UK’s biggest
industrial killer with around 4,000 deaths every year.
A company hired to demolish and remove asbestos did
not carry out a site assessment and were not licensed to
carry out the work. Result – fined £3,000 with £5,000
cost.
A company was convicted of breaching Health &
Safety regulations. The court heard that asbestos was
removed from industrial units without notifying
HS&E, and further failed to ‘clean up’ the site until a
month later, again without notifying HS&E. The
company then went into receivership and with little
prospect of any penalty or costs being paid the case
was allowed to ‘lie on the file’.
Metalworking Fluids
The HSE is warning employers who work with
metalworking fluids to ensure they take the correct
safety precautions after an entire workforce were
exposed.
The court heard that employees were exposed to a
water based chemicals mist, during the manufacture of
bearing, the mist being sprayed onto fast rotating tool
pieces at high pressure. There was nothing in place to
contain or extract the mist away from workers. The
company was fined £20,000 with over £15,000 costs.
Exposure to metal working fluid mist is a known cause
of occupational asthma and extrinsic allergic alveolitis
(EAA)
HSE consults on artificial light
regulations.
A consultative document has been released on plans to
implement the EU Directive to protect workers from
hazardous sources of artificial light. UV radiation and
powerful lasers can harm the eyes and skin and needs
to be properly managed.
HSE will produce guidance to help those businesses
understand what they need to do to ensure workers can
remain protected appropriately.
Envirowise - identify cost savings
Envirowise has developed an innovative new online
tool. This ‘Green Street’ tool will help businesses to
reduce their costs and environmental impact through
resource efficiency measures.

REACH
The European Chemicals Agency (ECHA) have issued
a public consultation on the inclusion of 8 further
substances to be classified as Substances of Very High
Concern (SVHC) and for possible inclusion on the
candidate list for authorisation. The 8 substances
include some used on a regular basis in our sector. It is
vitally important that members involved in our sector
lobby the ECHA risk assessment committee to try to
prevent these substances going onto the candidate list.
The substances proposed for authorisation are:
Trichloroethylene
Boric acid
Disodium tetraborate anhydrous
Tetraboron disodium heptaoxide hydrate
Sodium chromate
Potassium chromate
Ammonium chromate
Potassium dichromate
If REACH continues in this manner then very shortly
treating (using) surface finishing products in the EU
will not be possible.
Members are urged to lobby their MEPs and ECHA
representatives against this action. Comments can be
lodged on the ECHA website up to mid April.
Boost to Health & Safety Record
Figures released by HSE for 2008/9 show that there
has been a significant reduction in the number of
persons killed, injured or suffering work-related ill
health.
• Major injuries at work have fallen
• A significant fall in self-reported injuries
• A reduction in the number working days lost
through work-related injuries
• Work-related ill health fell by 79,000
• 3 millions fewer working days lost to ill health

Plasticraft (division of Norman Hay)
The chemical engineering division of Plasticraft has secured a 6 million contract from Rolls Royce to
supply process plant and equipment to Singapore. The
deal includes supply of 10 chemical processing lines
for manufacture of aero engine components.
Plasticrafts personnel will carry out the plant
installations, commissioning and operator training onsite,
as well as providing ongoing service support.
Anopol – Stainless Steel Electropolishing
A new booklet on this subject from Anopol. The
contents include a brief history of the treatment,
process effects and the possible pitfalls when
specifying electropolished surface finishes. One
section covers applications with numerous coloured
illustrations and typical examples.
The surface produced by the process is very different
from that from mechanical polishing with no thermal
or physical distortion. The gradual removal of a
surface layer greatly improves corrosion resistance of
stainless steel.
The resultant finish is micro-smooth, reflective and has
a number of beneficial characteristics for both
functional and decorative applications.

electropolishing, as well as treatment plant and
chemicals.
